This is a neutral coordinate reference system, which is useful for drawing paper graphics, such as Print Template objects, and Symbol definitions. The tolerance for geometry inside this coordinate system is optimised for graphics that are less than 1 metre big. So you should not use this coordinate reference system for world-size map datasets.
