Reverse reverses the direction of the geometry of the selected items.

The direction of a line is the direction in which it was originally drawn. The direction affects the appearance of the line if it is drawn with an offset Pen.
The direction of an area determines whether it is clockwise or anti-clockwise. Some GIS/CAD software treat the two differently. For example before V5, CadcorpSIS used negative values for the _area# property of clockwise Polygon items.
From Cadcorp SIS V5 onwards, the direction of areas does not affect boolean operations, area measurements, the _area# property or interior/exterior testing.
