The Shortest option finds the shortest route over any data in any dataset, including non-topological data.
Select Analysis > Routing > Point-to-point.
Select Shortest.
The example below shows the route between the points shown by the Vertex:
To select each Item click on the Item and select from the Select Item dialog:
