Description:

 Basemap toggles the _bBasemap& property between True and False. This value can also be set in the list of Overlay properties.

Overlays dialog Properties... button:

Setting this property to True prevents hot snapping from checking the Overlay, and also means that a new Table Window will skip the Overlay when the window is opened, i.e. when looking for the most suitable Overlay to display. Backdrops selected from the Overlay Types dialog automatically have the _bBasemap& property set to True. Plug-in Datasets that only contain Image Items also have _bBasemap& set to True.
