Description:

 Promote reorders the overlays, so the selected overlay draws before other overlays.

SIS draws overlays in a SIS Workspace Definition (SWD) in order - from the top of the list of overlays to the bottom. Therefore the order in which these overlays are listed is important, as you might have a large bitmap overlaying and obliterating other graphics. This command reorders the overlays and moves it up the list, so the selected overlay draws before any other overlays that are below it in the list.
